16 Dec OWASA Board of Directors Meeting Summary for December 10
OWASA’s Board of Directors met virtually on Thursday, December 10, 2020, and considered an agenda that included OWASA’s Water Shortage Response Plan, updates to the Sewer Use Ordinance and Sewer Policy, and the process for developing a new Strategic Plan.
The Board of Directors is currently meeting virtually due to the COVID-19 pandemic.
Water Shortage Response Plan
The Board approved a change to OWASA’s Water Shortage Response Plan to incorporate water shortage advisory levels included in the Drought Response Operating Protocol (DROP) and rescinded the DROP. This will improve resiliency of the existing water supply and reduce our risk of water shortages by increasing access to the use of our Jordan Lake allocation.
COVID-19 Annual Leave
The Board extended COVID-19 Annual Leave Benefits for employees that the Board of Directors had previously approved and granted an additional 40 hours beginning January 1, 2021. The benefit is now set to expire on July 1, 2021.
Sewer Use Ordinance and Sewer Policy
The Board discussed updates to OWASA’s Sewer Use Ordinance and Sewer Policy Updates to align with House Bill 873 passed by the North Carolina General Assembly in June 2020.
Key Performance Indicator
The Board approved a revision to a Key Performance Indicator (KPI) for water main breaks and offered feedback on other potential KPIs.
Strategic Plan
The Board discussed the process to develop a new Strategic Plan.

The Board will hold its next meeting remotely on Thursday, January 14, 2021, via Microsoft Teams at 6 p.m.; a link will be provided here.
