Rogerson Drive Water Line Replacement Project

OWASA water lines in Rogerson Drive will be replaced by a contractor working on behalf of OWASA. OWASA crews have been replacing water lines in the area on Oakwood Drive, but a contractor will be brought in to perform the work along Rogerson Drive due to the complexity and scope of the work (shown in blue on the map below).

A temporary water line is being installed on Rogerson Drive to continue serving customers while the water line in the roadway is replaced. OWASA’s contractor will lay the temporary water line on the east side of the roadway (on the golf-course side of the road). The temporary water line will be tested to ensure the water remains safe to drink before it is put into service for customers.

The temporary water line is necessary for this project due to utility congestion in the roadway. Typically, we would leave the older water line in place and active until the new line has been installed. Because of the utility congestion in Rogerson Drive, however, the new water line will have to be installed in the same location as the existing water line. The temporary water line will allow customers to maintain service throughout the project.

The temporary water line is being placed above-ground, outside of the travel lane, and covered with hay bales and secured with anchor posts along the route. The temporary water line will only be installed for the block of customers where work is occurring at that time (Raleigh Road to Berkley Road, Berkley Road to Douglas Road, Douglas Road to Cleland Drive).

The work will take place in phases working up blocks from Raleigh Road to Cleland Drive. The switch to the temporary water line for the first block (Raleigh Road to Berkley Road) occurred in late March and the switch to the newly installed permanent line is expected to occur approximately two months later. Crews will then move up to the next block (Berkley Road to Douglas Road, then Douglas Road to Cleland Drive) repeating these steps until the project is complete. We anticipate the project being complete in late fall 2023.

Once the temporary water line is installed and samples show the water is safe to drink, there will be a service interruption (approximately 1-2 hours) that will be coordinated directly through the on-site construction team and the residents who will be affected.

This includes replacing the meter connecting your home plumbing to the OWASA water distribution system. Service will be switched initially using the old meter connecting to the temporary water line, as mentioned above.

We will send project updates to customers as the work progresses.

The project will involve noise, dust, mud, and lane closures.

Normal work hours for the project will be 7 a.m. to 6 p.m. Monday through Friday.
